The global objective of the assignment is to support the strengthening and development of the environment sector in the Turkish Cypriot community. The specific objectives of this assignment are to: 1. Assess the impact and sustainability of EU-funded interventions through the two capacity building projects. 2. Provide lessons learned and recommendations for decision-making on improvements of future capacity building projects where relevant. 3. To assess the roles and performance of the beneficiaries implementing bodies. 4. Prepare a Terms of Reference for the future Capacity Building project funded under the 2012 programme. The assignment is expected to start in July 2013 and is expected to finish is October with an overall duration of 3.5 months.
