The aim of the LEARN project was to further refine how the ETF in practice can engage in policy learning processes with the partner countries without providing ready made models and solutions, but rather improve the capacity to develop and implement own national policies and implementation strategies. Long term objective was to contribute to the national capacity for VET policy formulation and implementation by strengthening the professional expertise of the recently established VET centres or functional equivalents in south east Europe. In particular there were two specific objectives: A) Develop ETF methodologies to implement the policy learning approach in concrete contexts as part of internal staff development; B) Support actual policy development and design in a limited number of carefully selected partner countries by engaging in policy learning processes. The assessment will take into account and address the following questions: A. Did the project help to establish a more coherent approach to the reform of VET teacher training which is better embedded in national structures, traditions and values? B. Did real change take place in terms of collective competence development at school level – to establish policy interfaces between national VET policies in education ministries and the proliferation of pilot projects in schools? C. What are the Institutional links between policy and project – was the capacity to consolidate, accumulate and take forward new knowledge created? D. How web based “Communities of Practice” (COPs) operate and are adapted to concrete conditions; are they useful for horizontal learning? E. Are teachers now seen as drivers of change - missing link between ministerial policy and school practice? F. How effective was the accompanying research function? G. Does the early warning system utilised in the LEARN project work? H. Was the capacity of teachers increased? I. What were the outcomes of a long and joint learning process on the transformation of vocational teachers and teaching in South East Europe? The evaluation will cover the entire programme over the period 2007 – 2009.
