Provision of technical assistance related to Database Development operations under Component IV (Human Resources Development) of IPA (Instrument for Pre-Accession Assistance) in Croatia

The Delegation of the European Union in Croatia performs the ex-ante control of tendering procedures launched under Component IV of IPA. HRD Operational Programme envisages the following two Implementing Bodies for IPA HRD Component: the Agency for Vocational Education and Training and Adult Education and the Croatian Employment Service. The tender that will be submitted for ex-ante review of the Delegation is tender EuropeAid/131183/C/SER/HR, "Development of National Information System for Science and Higher Education". The Contracting Authority for the tender is the Agency for Vocational Education and Training and Adult Education. The global objective is technical assistance to the Delegation in Croatia in its performance of ex-ante control related to implementation of IPA HRD Component in Croatia in the field of database development. The specific objectives are as follows: 1) provision of technical assistance for review of the tender dossier submitted to the EU Delegation for ex-ante approval 2) participation as an observer at the evaluation of offers submitted under the launched tender Participation as an observer in evaluation sessions and provision of technical review of the tender dossier will assist the Delegation staff to adopt the decision on ex-ante approval of the tender dossier and the evaluation committee reports and prepare substantial comments for improvement of submitted documents if needed.
