The direct beneficiary of this assignment will be the Ministry of Labour and Social Welfare, as well as institutions and organisations providing assistance to displaced and internally displaced populations. The ultimate beneficiaries will be displaced and internally displaced persons in Montenegro, residents of Konik camp and local population in the immediate neighbourhood. The global objective of this study is to identify durable solutions for displaced and internally displaced persons throughout Montenegro and residents of Konik camp in Podgorica. The specific objectives of this study are: - to prepare a strategy on which a multi-annual programme would be based; - the identification of a potential multi-annual programme, phased over three to five years, providing durable solutions for displaced and internally displaced persons throughout Montenegro, residents of Konik camp and local population in the immediate neighbourhood; - a project fiche for an IPA 2011 funded project addressing one or more of the sectors identified in the multi-annual programme above.
