Project description:

The overall objective of SREM is to facilitate the achievement of Vietnam’s Education Strategic Plan 2001-2010 goals within the context of Education for All (EFA) particularly with regard to the provision of Early Childhood Care for Development (ECCD) and the universalisation of Universal Basic Education (UBE) (grades 1-9), and the upgrading of educational services. This is intended by increasing the strategic capacity of the sector, including systems in the basic education sub-sector able to ensure equitable, quality driven and cost-efficient delivery of basic education to all children by 2010. The Final Evaluation Mission (FEM) will provide the decision-makers in the Government of Vietnam, the relevant external co-operation services of the European Commission and the implementing authority (MoET) and the wider public with: a. an independent assessment of the performance of the project, paying particularly attention to the achievements of the project’s actions against its overall objectives and project purposes. b. key lessons and practical recommendations for follow-up c. Sustainability of the project. The evaluation will pay particular attention to the following: 1) In assessing progress, identify any problems and constraints that have arisen during the lifetime of the project, as well as their impact, and make recommendations in order to support effective sustainability. 2) In particular, identify for each result area of the log-frame separately, and for the project as a whole, the extent to which the project has achieved its overall objectives, project purposes and its contribution to education development in Vietnam. 3) Consider the extent to which the SREM project has contributed to developments in the basic education sector in general. 4) Examine how the experiences and lessons of the project can be used by national partners and other education actors to improve policies and programmes. The consultants are requested to verify, analyse and assess the integration and impact of cross cutting issues in the project. The consultants are required to use their professional judgement and experience to review all relevant factors and to bring these to the attention of the Government and European Commission.
