Project description:

The European Union (EU) is committed to assist the Islamic Republic of Pakistan to further improve its law enforcement capacity. For this purpose, it has allocated €15 million for a tailor made technical and financial co-operation programme in the field of civilian capacity building for law enforcement and judicial authorities in Pakistan to foster stability and to promote good governance and the rule of law. The activities implemented by the EU Service Provider under the programme will require the purchase of equipment for the beneficiaries to make the activities sustainable. The global objective of the assignment is a short term consultancy in support of the European Commission to verify that the proposal provided by the EU Service Provider complies with the European rules and regulations that govern the award of supply contract. The Technical Specifications should help ensure that suitably qualified contractors are chosen without bias and that the best value for money is obtained with the full transparency appropriate to the use of public funds. The specific objectives of the assignment are: 1. To undertake an assessment of the ENA and its TS submitted by the EU Service Provider to determine whether they comply with the rules and regulations as consolidated in the Practical Guide to Contract Procedures for EC External Actions (PRAG) for equipment to be procured and prescribed in the Regulation (EC) No 1717/2006 establishing the Instrument for Stability. 2. To finalise the Technical Specifications. The TS should be properly detailed to be used to launch the supply tender.
