Study to Assess the Coherence of National Development Plans with the regional Agenda within SADC’s regional Integration Process in Botswana

The global objective of the assignment is the realisation of the SADC region’s Common Agenda of achieving deeper regional integration, as a means of promoting sustainable and equitable socio-economic development in the SADC Member States. The overall objective is to have a balanced alignment of regional and national programmes with defined roles for both the SADC Secretariat and the SADC Member States. This is to be in line with the objectives, priorities, and the specific focal sectors set out in the 10th EDF regional Strategy Paper (RSP)/ and in regional Indicative Programme (RIP). The study is expected to enhance acknowledgement of regional objectives in national development planning within SADC Member States and clarification of complementarities or eventual inconsistencies between regional agenda items and national programmes. Secondly the study is expected to serve as a background paper to the EU-SADC regional Seminar to be held in Gaborone on November 16 – 17, 2010. The specific objectives of the study will be: 1. Stakeholders in SADC regional integration informed and awareness raised on existing Protocols, Declarations, Memoranda of Understanding and other key documents (decision and action plans resulting from Summits and/or Ministerial Meetings) concerning a) entering into force and application b) their current status and problems of implementation c) qualitative assessment of relevance of protocols, declarations, MoU and other documents considered to be key factors in regional Economic Integration (REI) d) compliance of documents with the regional Indicative Strategic Development Plan (RISDP) 2. Stakeholders in SADC regional integration informed and awareness raised on results from verification and analysis of the SADC MS national plans in comparison with the selected key protocols and other documents, which are compulsory for the regional economic integration 3. Stakeholders in SADC regional integration informed and awareness raised on results from qualitative assessment of how the national development plans take into account the regional agenda 4. Lessons learned (positive and negative), in particular examples for "best practices" within the SADC region outlined and made available to stakeholders in REI.
