As a response to recommendations made following the European Commission’s fact-finding mission to Armenia in February 2009, the Government of Armenia has identified several main areas as requiring attention in the process of preparing for a Deep and Comprehensive Free Trade Area (DCFTA). Recommendations pertain notably to the necessity to enhance the existing strategy, to develop the risk management system, post clearance control and audit functions and to carry out a complete gap analysis in the area of customs control enforcement. The overall objective of the undertaken activities is to Support the State Revenue Service to strengthen the national customs by the development of specific customs procedures including risk management, post clearance controls and audit. The activities undertaken to strengthen customs quality will include reviews of the relevant legislation, operational procedures and resources and will provide sustainable benefits within a strong strategic base, a cascade training approach and best practice transfer of experience and knowledge from Member State twinning partner(s) based on EU Customs Strategic Blueprints and WCO and WTO standards. The overall objective stated above shall be implemented through achievement of five mandatory guarantee results and subsequent activities: - Improved legal framework - Strengthen customs control procedures prior goods releasing - Improved relations with traders and simplification of Customs control procedures - Strengthen Risk Management - Improved Post Clearance Control and audit The general objective of this contract is to support the State Revenue Committee and the EU Delegation to Armenia in the preparation of a Twinning project. The specific objective of this contract is to support the State in drafting of a Twinning Project Fiche necessary for launching an institutional Twinning,. The experts should consider the proposed results indicated and the subsequent activities as indicative. They should consequently start their analysis with an assessment of the validity of these results and activities. Following they review the experts could propose for validation of the beneficiary, EU Delegation and PAO alternative results and activities. An additional objective is to contribute to the implementation of a study visit in the Member State country selected for this twinning project.
