Strengthening the Enforcement of Intellectual Property Rights in Armenia

It has been identified by the Armenia authorities and the several assessment missions of the European Commission that a number of further systematic developments are necessary in the IPR field. As a paramount priority the efforts should be focused on the enforcement of IPR legislation which includes inter alia fight against piracy and counterfeiting, and improvement of judicial, police and customs-related procedures aiming to enforce IP rights; in particular, addressing the institution building and awareness raising. Armenia is now aiming to achieve a level of IPR protection similar to the one at the EU through the strengthening of IPR enforcement institutions. Therefore, the specific objectives of the twinning project are, inter alia: 1. Improved administrative capacity: 2. IPR Awareness raised and training provided for IPR enforcement institutions as final beneficiaries’ – judiciary, prosecutors, police, customs, etc. 3. Further follow up assistance provided in the harmonization of domestic legislation and the development of methodological support materials to introduce the best practices in the field of IPR as an evolving system. The general objective of this contract is to support the IPA and the EU Delegation to Armenia in the preparation of a Twinning project. The specific objective of this contract is to support the IPA in drafting of a Twinning Project Fiche necessary for launching an institutional Twinning. An additional objective is to contribute to the implementation of a study visit in the Member State country selected for this twinning project.
