The global objective is to assist the EU Delegation in the development of Terms of Reference and the preparation of tender documents for two service contracts supporting PAR process in Serbia. The specific objectives of this contract are: Review the general state of play of the implementation of PAR and of the civil servants recruitment and career development system, and identify and prioritise the needs to be addressed by IPA assistance; On this basis, draft Terms of references for technical assistance contracts in line with PRAG regulation;
