Project description:

Lot 9: Compliance with environmental regulations under EEC regulations/law (including EIA, Natura 2000, IPPC, etc.) Services will be provided to support the preparation of large infrastructure projects, checking and recommending actions for reaching project compliance with environmental legislation, including, but not limited, to the following sub-sectors: environmental impact assessment and strategic environmental assessment, assessment under Habitat and Birds Directives and Natura 2000 network, large combustion plants, etc. Services may also be required to advise on the technical characteristics of the projects and their compliance with relevant applicable Best Available Techniques, including the Emission Limit Values recommended by the relevant EU BREF Documents for those which fall under the previsions of integrated pollution prevention control legislation. Typically the inputs would be of relatively limited duration (often 1 to 6 months), and may complement other project preparation activities contracted separately by the beneficiaries. However, longer assignments are also possible in exceptional cases, including horizontal tasks (such as guidelines/checklists development), or institutional support for capacity building, including training. Typically the assistance will be provided through visits to the country concerned, often together with JASPERS staff. Lot 5: Knowledge Economy (R&D / Innovation) Services will be provided to support the preparation of large infrastructure projects including, but not limited to, the assessment of scientific infrastructure and the science surrounding it, the development of university R&D-centres, the development of Science Parks, the creation of innovation and incubation support services. Services may also be required in the analysis of horizontal issues affecting more than 1 project or more than 1 country, such as the development of model project approaches or state aid issues. Typically the inputs would be of relatively limited duration (often 1 to 3 months), and may complement other project preparation activities contracted separately by the beneficiaries. However, longer assignments are also possible in exceptional cases, including feasibility study preparation for model projects, or institutional support for capacity building. Typically the assistance will be provided through visits to the country concerned, often together with JASPERS staff. Lot 7: Knowledge Economy (Health) Services will be provided to support the preparation of large infrastructure projects within the health sector, including, but not limited to, the (re-)construction and equipment of general and specialized care and research hospitals. They could also cover e-Health/ tele-medicines infrastructures. Services may also be required in the analysis of horizontal issues affecting more than 1 project or more than 1 country, such as the development of model project approaches, PPP-grant blending or state aid issues. Typically the inputs would be of relatively limited duration (often 1 to 3 months), and may complement other project preparation activities contracted separately by the beneficiaries. However, longer assignments are also possible in exceptional cases, including feasibility study preparation for model projects, or institutional support for capacity building. Typically the assistance will be provided through visits to the country concerned, often together with JASPERS staff. Lot 8: Knowledge Economy (Education) Services will be provided to support the preparation of large infrastructure projects within the education sector, including, but not limited to, the construction, equipment and the running of education infrastructures. It also covers e-learning projects. Services will be provided to support the preparation of large infrastructure projects including, but not limited to, the assessment of educational infrastructures and the issues surrounding it, the development of specialist educational facilities, education program planning and resourcing. Project may include elements of distant learning and e-learning. Services may also be required in the analysis of horizontal issues affecting more than 1 project or more than 1 country, such as the development of model project approaches, PPP-grant blending or state aid issues. Typically the inputs would be of relatively limited duration (often 1 to 3 months), and may complement other project preparation activities contracted separately by the beneficiaries. However, longer assignments are also possible in exceptional cases, including feasibility study preparation for model projects, or institutional support for capacity building. Typically the assistance will be provided through visits to the country concerned, often together with JASPERS staff.
