Management, implementation and control system is a key element of realization of 2007-2013 regional Operational Programme for the Lubuskie Viovodship. Achieving the objectives of ROP LV would not be possible without application of a relevant system. That is why the measures aimed at ensuring smooth and efficient system for management, implementation and control of ROP LV are so important. Performance of the evaluation study will allow for identification of barriers, threats and organisational problems related to the introduction of a management, implementation and control system for ROP LV. Appropriate actions aimed at improvements in the system functioning will be taken. The main objective of this evaluation is to identify and analyze barriers and organisational problems related to functioning of management, implementation and control system for ROP LV. The study will encompass the whole region of the Lubuskie Voivodship. The evaluation will cover the following six research areas: 1. Assessment of functioning of the institutions involved in the management, implementation and control system for ROP LV. 2. Assessment of relevance, transparency and functionality of procedures that regulate the processes of management, implementation and control of ROP LV. 3. Assessment of human resources assigned to management, implementation and control of ROP LV (current employment structure and personnel turnover, quality of human resources – professional skills and qualifications of the personnel, motivation and training system). 4. Assessment of information flow within the system for management, implementation and control of ROP LV. 5. Assessment of material and non-material resources in relation to functions and tasks realized by institutions involved in the management, implementation and control system for ROP LV. 6. Assessment of financial flow system of ROP LV.
