Preparation of Terms of Reference and Technical Specifications for the IPA 2010 project component "Support to e-Government development” in Serbia

The implementation of Public Administration reform is one of the key priorities of the European Partnerships for Serbia and is a fundamental issue on Serbia’s path to EU integration. The introduction of e-Government is an essential tool of modernisation of Public Administration, of its effectiveness and of the quality of services provided to citizens. E-Government enables stakeholders to carry out their business with the Government more easily, more quickly and at lower cost. The global objective is to develop a need assessment on e-Government in the Serbian Public Administration; to identify administrative capacity and equipment needs to be addressed by IPA 2010 assistance; and to assist the EU Delegation in the preparation of tender documents for a service contract and a supply contract, with the aim of supporting e-Government development in the Serbian Public Administration. The specific objectives of this contract are: - Analyse the general state of play of the introduction and use of e-Government in Serbian Public Administration and identify and prioritise the needs in terms of institutional capacities and of informatics equipment; - On this basis, draft Terms of references for a technical assistance contract in line with PRAG regulation; - Draft Technical Specifications for a supply contract in line with PRAG regulation; - Assistance to the EU Delegation in the preparation of the two Tender Dossiers in line with PRAG regulation; - Assistance to the EU Delegation in the evaluation of the supply tenders, in supervision of the delivery and provisional acceptance of the supply
