Technical Assistance in establishing a maintenance system for rural roads in Northern Montenegro.

The European Commission has made available funds within the IPA 2009 programme, for the project Support to Rural Road Network in North Montenegro. The purpose of the project is purchasing road maintenance machinery for the benefit of the Ministry of Agriculture, Forestry and Water Management (MAFWM) of the Government of Montenegro and the municipalities of Northern Montenegro. Budgetary limitations experienced in the past 15 years have led to inadequate levels of road investment. Under these circumstances municipalities in the North are spending significant amounts of their budgets on road maintenance by hiring private contractors. This is an unsustainable policy. Capital funding that could be utilised on rehabilitating roads is being used as current expenditure on road maintenance in a piecemeal manner, addressing problems when they arise or after seasonal damage. Having in mind that vast majority of the population in Northern Montenegro depends directly or indirectly on the agriculture sector and that the rural roads and their maintenance are a crucial factor in terms of the access of rural communities to basic services, the MAFWM has identified the importance of maintaining the rural road network. Therefore, the Ministry has identified machinery rings as the most appropriate solution to maximise available resources to maintain the existing rural road network in North Montenegro. Global objective The global objective is to enhance the rural development of North Montenegro through improvement of rural road network. Specific objective(s) • To support establishment of routine maintenance system for rural roads in North Montenegro. • To provide technical assistance to the Beneficiaries in setting up and organizing machinery rings based on partnership agreements. • To assess the needs of equipment for each machinery ring and to support the tender process for two supply contracts under the project "Support to Rural Road Network in North Montenegro" (IPA 2009).
