Project description:

In recent years, government intervention in social development has experienced a significant acceleration – the part of the state budget allocated to social sectors has been steadily increasing in recent years, from 47.5% in 2001 to 53% in 2009. This intervention leads to the implementation of sectoral policies and programs aimed at improving the living conditions of disadvantaged populations, improving access to services and basic facilities, strengthening medical social protection and promotion of employment, development of safety nets and instruments for local social action, improvement and diversification of income. Particular attention is paid in this context to the rural sector, which results in strengthening regional policy and development for the benefit of rural areas, as well as in increasing the budgets. The program of the INDH (National Initiative for Human Development) against poverty in rural areas targets the 403 rural communes identified as the poorest in the country. It contributes, through a participatory approach, to the projects supporting these actions in terms of sectoral strategies including literacy, education, health, training, access to basic infrastructure and support for income generating activities. The EU and KfW provide support to the INDH program against poverty in rural areas with the aim to strengthen the fight against rural poverty by carrying out investments and enhancing local governance.
