European Commission assistance activities in Albania are primarily implemented through the "IPA" programmes, which are managed by the Delegation of the European Commission to Albania in Tirana.. The overall objective of the IPA Programmes is to enhance and improve the public institutions and services, to promote good governance and to reinforce the political, economical and judicial structures in Albania. The overall purpose of this action is to have a timely and proper assessment of tenders to be managed by the EC Delegation in Tirana. The related activity is to mobilise the relevant expertise in terms of quality and quantity in order to allow the EC Delegation to deliver a smooth and timing assistance to the Government of Albania through the implementation of IPA programmes. Tender evaluations carried out timely in order to implement the EC-Albania planned IPA assistance in accordance with the annual management contracting planning. The Delegation requires the assistance in the evaluation of offers received in response to calls for tenders. The assignment is broken down in a number of tasks, each of them with its own requirements for specific expertise.
