In response to the obligation of candidate countries to fulfil the political, economic and acquis-related criteria for membership (the Accession Criteria) Turkey is actively following a National Programme for the Adoption of the Acquis. Throughout this process Turkey is supported by the EU through the Instrument for Pre Accession Assistance (IPA). The project which is part of the 2008 IPA programme, will support the expansion of the forensic capacity of the law enforcement services through the construction of four forensic science laboratories in line with standards and best practices in EU members states. The Beneficiaries of the project are the Turkish National Police, Department of Criminal Police Laboratories (KPL) and the Turkish Gendarmerie General Command, Gendarmerie Forensic Department (JKDB). Both institutions function under the Ministry of Interior (MOI). The model forensics laboratories will be established in the following cities: Adana, Diyarbakır, İzmir for KPL and İstanbul for JKDB. The overall objective of this assignment is assisting the EC Delegation (ECD) in its efforts to support Turkey in strengthening the functioning of the judicial system through supporting the forensic capacity of the law enforcement agencies in Turkey. The specific objective of this request for services is to assist the EC Delegation (ECD) throughout the tendering process of the works contract. The works contract will be managed under the Decentralised Management System where decisions concerning the procurement and award of contracts are taken by the Contracting Authority, the Central Contracts and Finance Unit (CFCU) of Turkey, and referred for approval to the European Commission Delegation.
