Within the framework of the above mentioned Conception there were realised the following works: • Stocktaking of the poviat’s roads network, taking into consideration particularly technical condition of these roads, traffic intensity and safety level. • Selection of the most important roads for the poviat (basic network) and roads complementary for the basic network. • Selection of the priority tasks for the poviat, including analysis of the technical conditions of the roads as well as effects and importance for the whole poviat’s development made in the above roads inventory • Definition of the range of the selected tasks together with estimated definition of the costs of selected roads reconstruction • Determination of the potential sources of financing of the selected road works. Conceptual documents which consider the road’s network development managed by self-government authorities are one of the main planning elements for administrator of every kind of road infrastructure, in this case Poviat District in Starachowice which is the administrator of poviat roads in the administrative borders of the poviat. The Act on public roads dated 21 March 1985 (Art. 20) stipulates that the Road Administrator is in particular responsible for: • Elaboration of the projects of road network development plans and informing the authorities dealing with local spatial management about these plans • Elaboration of projects of financing plans of construction, reconstruction, renovation, maintenance and protection of roads as well as road engineer buildings.
