The overall objective of this 24-month project is to promote and enhance cross-border cooperation and socio-economic integration of border regions through strengthening economic, social, environmental and cultural ties between respective participating countries. Within two components of the project a support will be provided to the relevant BiH state and local institutions and organisations to successfully participate in projects related to EU programmes implemented under the second component of IPA, that promote cross-border and trans-national cooperation, that is IPA Adriatic CBC Programme, three bilateral CBC programmes with neighbouring countries: Croatia, Serbia and Montenegro and two trans-national programmes: South-East European Space (SEES) and Mediterranean trans-national programme (MED). The project will mentor, train and advise the Directorate of European Integration to strengthen its institutional capacity by developing and implementing a strategic plan for CBC, focusing on enhancing HR, management and technical capacities, to fulfil its coordinating and implementing role under the second component of IPA. The project will also support the DEI in achieving the accreditation of IPA Component 2 (Cross Border Programmes) according to the requirements of the DIS Strategy. This will require a strong focus at strengthening and building sustainable long term horizontal linkages between the DEI and partner institutions to ensure they have a common depth of knowledge and understanding of BiH’s CBC Programmes to fulfil their various coordinating roles. Whilst considering the three bi-lateral programmes as a first priority, the project team will also ensure that adequate, proportional support is provided to the DEI to manage BiH’s responsibilities towards IPA Adriatic CBC Programme and the two trans-national Programmes: SEES and MED. Assistance in strengthening and promoting public awareness of all BiH’s CBC programmes is an integral part of the assistance. The project will make all necessary preparations for potential CBC beneficiaries to introduce grant scheme applications by the end of 2009. This includes ensuring all stakeholders in all programmes are capable of processing the relevant grant scheme documents and the project pipeline.
