The thematic scope of the research includes assessment of efficiency and effectiveness of the institutions involved in the implementation of priority axes as well as of the entire implementation system of Human Capital Operational Programme in podlaskie voivodship on regional level. Internal and external communication between institutions engaged in HC OP implementation and Beneficiaries will be also subjected to assessment. Effective implementation of HC OP regional component in podlaskie voivodship depends inter alia on high quality of cooperation and communication between institutions involved in this process, including cooperation and communication with Beneficiaries. The research will provide information on efficiency of HC OP implementation system in podlaskie voivodship adopted for 2007-2013 period, indicating possibilities for improving its efficiency and effectiveness. The research will assess the structure and mechanism of HC OP implementation on regional level in the framework of priorities VI-IX which will improve the functioning of the institutions involved in HC OP implementation. The whole territory of podlaskie voivodship will be covered by the research.
