Identification of Rural Development Support Programme in Azerbaijan

The general objective of this assignment is to support the Government of Azerbaijan and the European Commission in the preparation of a budget support program to promote rural development in Azerbaijan. A Sector Budget Support (SBS) programme in this sector should aim at continuing the process of structural reform of the regional and rural development, as well promote institutional development. The definition of the areas to which support will be directed will be the task of this assignment will have to be coherent with the 2009 SBS and will have to be based on the assessed priorities of the Government of Azerbaijan, as further described below. The specific objectives of this assignment are to a) examine the structural reform process, prospects for improvement and further reform to be gradually implemented by the government and the concerned line ministries; b) identify specific areas where the process of reform is ongoing, and planned to continue, so as to identify the areas where support is most needed and to what ends; c) draw up, as appropriate, and on the basis of the review’s outcomes, recommendations for an EC-funded SBS programme to support those reforms at the structural and institutional level d) support the preparation of the SBS including by assisting in the preparation of documents, annotated lists, etc. as well as in the drafting of SBS programme fiches (identification fiche and action fiche), and discussing them with both EC and the Government of Azerbaijan; e) assist the EC and the Government of Azerbaijan in the identification and definition of appropriate conditionalities and output indicators. f) review and assess if the basic public finance management (PFM) conditions for grants disbursement are met (notably, absorption capacity, MTEF programming, sector programme based approach to financial planning and management, etc.)
