Final evaluation of REFLOR project implemented by FAO

a) Expert 1 Category I (Team Leader: this expert will be the main contact point for the EU Delegation)

Minimum requirements of Cat. 1 expert (Senior Civil Society Capacity Building Expert):
• Master's Degree or equivalent academic qualification in agriculture, natural resource management, development studies, public policy or related fields. In absence of the post graduate degree, an equivalent additional professional experience of two years in a relevant field is required.
• At least 12 years of experience in developing, monitoring and implementing sustainable development and/or natural resource management programmes (including technical advice at senior level) within EU-funded projects and programmes.
• At least 5 assignments as team leader in evaluation or technical assistance related projects and programmes, with at least one in the specific field of capacity building programmes in resilience of the forestry sector.
• Minimum of 10 assignments in project evaluations (mid term, final, ex-post or organisational evaluations) of development co-operation projects, financed by different types of Donors/Institutions, like the European Union, bilateral donors and multilateral institutions in the field of environment, climate change and development programmes. Evaluation experience should be performed in at least 6 different years.
• Experience in developing and implementing women empowerment and youth engagement community-based initiatives.
• Exposure to capacity building programmes in resilience of the forestry sector in more than 5 countries and technical cooperation projects with government, public administration or public bodies.
• Ability to manage a team and ensure quality of a team output.
• Experience in at least one project related with drafting and/or implementation of EU policies and/or legislation in the forestry sector.
Desirable experience:
• Previous experience in West African countries is preferred
• Previous experience in Cape Verde is desirable
