Project description:

The Contractor's role will consist in assisting Macedonian municipalities in introducing innovation in their policy development, planning, governance and service delivery capacity.
The Contractor will actively promote the transfer of know-how, in particular EU experience and practical solutions that are at the intersection of technological, regulatory, social and governance innovation. This will be coupled with direct financial support to a number of Macedonian municipalities with the aim to piloting innovative solutions in different sectors under their competence.
The main focus of the present contract will be to directly support Macedonian municipalities that will be awarded a contract under the call for proposal EU for Municipalities. Improving Local Government Services through Innovative Concepts. The Contractor will plan and deliver a full range of capacity building and technical assistance support to these partners in order to scale up successful projects/solutions piloted and to mainstream them in local administrations.
At the same time, the Contractor will be in charge of a number of activities targeting all municipalities in the Republic of North Macedonia to improve expertise of municipal staff and other local stakeholders about IPA and other donors? funds and programmes with a focus on innovation for local governance and development.
Based on future assessment of political developments in the country, the Contractor might be asked to assist the Government (MLSG), ZELS and Municipalities in finalising the reform of the decentralisation process with ad hoc interventions.
The Contractor will propose, coordinate, and implement the activities mentioned below in close coordination with the EU Delegation, other donors and national relevant partners as ZELS, the Ministry of Local Self-Government and the Sector Working Group for Regional and Local Development.

Job description:

Team Leader will be responsible for conceptualisation, planning and implementation of all outputs under this contract and quality control. The Team Leader shall be present on regular full-time basis at project HQ in Skopje to create and ensure team work and synergies between all activities. The Team Leader will be requested to coordinate his/her presence in order to ensure availability also at the local level. The Team Leader shall act as faithful adviser to the EU Delegation on issues of his/her competence.
S/he must have good knowledge of the decentralisation issues; local governance; capacity building empowerment of local authorities; project and financial management; procurement; service delivery. He/she must have sound understanding of government and public institutions both at central and local level, civil society organizations, and a broad knowledge of EU and EU-North Macedonia relations.
S/he will provide guidance to all experts in performance of their duties, and have a decisive role in ensuring efficient use of human and financial resources, smooth daily operation and crisis management.
The Team Leader will be the main reporting and contact point for the EU Delegation on this project.

Qualifications:

Qualifications and skills
- Minimum: A Master?s degree in economics, development studies, political science or other field relevant to the assignment. In its absence, at least 3 years of general professional experience above the minimum general professional experience requested below
- Fluent in English language (both written and spoken);
- Knowledge of Macedonian and/or Albanian will be considered as asset(s).

General professional experience
- Minimum of 5, but preferably 7 years, post-degree relevant professional experience working with local and/or regional authorities, supporting local development and/or good governance.

Specific professional experience
- Leadership and team management of minimum two (2) projects providing technical assistance and/or capacity building to local authorities and/or municipalities.
- Experience in monitoring and evaluation
- Previous working experience in the Western Balkans will be considered an asset.
